Why Does A District With A Declining Enrollment Need A NEW $165 Million Dollar Sports Facility?

Who is going to use this facility?  Seattle tax payers have spent millions building and maintaining individual sport facilities at most of the High Schools just how much is the subject of a long unfulfilled FOIA request,
